Friday the 13th part VIII Cut Scene Shows unseen Jason Rampage

Recently discovered deleted scene from "Friday the 13th Part VIII: Jason Takes Manhattan" shows Jason Voorhees rampage down a New York escalator. In the clip Jason coolly dispatches an unsuspecting victim over the escalator railing, showcasing his ruthless adaptability in the heart of the city. 

The majority believe the clip is a real deleted scene from the film but there is still a fair chance it could be fan-made. This footage, though it may have been left out of the final cut, stirs up discussions among fans about its potential impact on the film if it had made it in, could it have been better? Why wasn't it used?
